LEGISLATION XXXV of the Year 205
Of Vampires and Werewolves
WE, KAROLINA-LOUISE, by the right of Congress Archqueen of Sigisland and of all the Congressional Nations, High Protectress of the Congressional Order, do hereby command and proclaim unto Our immediate and mediate Subjects, and unto all whom these presents may concern, as follows:
Whereas Legislations IV of the Year 95, Of Werewolves, and XXII of the Year 186, Of Vampires, of Our Sublime Predecessors Ferdinand-Paulus and Ferdinand the Restorer respectively, were enacted upon notions which human Reason, assisted by Science, has since transcended; and whereas We, desiring to secure safety, security, peace, and justice for all Our immediate and mediate Subjects, have caused all knowledge concerning the races of Vampires and Werewolves which has until this day become accessible to Us to be examined, We have resolved and ordained the following provisions concerning them:
1.
We hereby declare that Vampires and Werewolves who were born Subjects of the Sigislandic Crown of Torches, and from whom that status has been taken away by subsequent Archroyal Legislations down to the present day, may, by their own declaration made within one year from the promulgation of this Legislation, be restored to the condition of Sigislandic Subjects; and that other Vampires and Werewolves who are Our mediate Subjects may enter into the allegiance of the Sigislandic Crown of Torch in the same manner and under the same conditions as all other Our mediate Subjects.
2.
We ordain that Vampires and Werewolves who are Subjects of the Archkingdom of Sigisland shall be Categorised and assigned to the several Categories under the same conditions as all other Subjects of the Archkingdom of Sigisland, namely in the year in which they attain their eighteenth year of life, or in the year in which they become Subjects of the Archkingdom of Sigisland.
We hereby render accessible unto them all occupations and all offices within all Categories, together with all rights and duties enjoyed and borne by all other Subjects of the Archkingdom, insofar as the same shall not be contrary to the provisions of this Legislation.
3.
We permit Vampires who are Subjects of the Sigislandic Crown of Torches to purchase human blood within the territory of the Archkingdom of Sigisland, provided that the consent of the human being selling his blood shall first have been obtained.
4.
We determine that the price at which human blood shall be sold to Vampires shall be fixed by Our Minister of Finance, with the consent of Our Majesty; and that no person shall be permitted either to sell or to purchase human blood at a price exceeding that so established.
We further ordain that the delivery of blood so sold shall be effected exclusively in a manner which neither endangers the health of the human being nor offends public hygiene, and whereby all danger of making a human being a Vampire against his will shall be removed; that is to say, human blood shall first be medically drawn into a vessel which is hygienically clean, and only thereafter delivered to the purchaser for consumption, without physical contact between the Vampire and the human being.
Children shall be permitted to sell their blood only with the consent of their parents.
We prohibit the sale of the blood of persons afflicted with diseases which might be transmitted to the Vampire who should drink their blood.
5.
We determine that all Humans who, within the Archkingdom of Sigisland, shall sell their blood to Vampires at the price thus established, or at any lower price, shall be entitled, upon the receipts which the Vampire purchasing the blood shall be bound to issue to them, to exercise certain rights concerning the free use of public libraries, including the Archroyal Library; free admission to the Archroyal Gallery; and such privileges as shall provide for a certain number of free exchanges of horses at any of the Archroyal Stations, free journeys by the Archroyal Mail-Coaches, and free journeys by the Archroyal Civil Balloons.
And We command Our Minister of Transport, Post, Telegraph, and Civil Air Service, within the next month, to prepare and submit to Us for approval a proposal for a Legislation which shall precisely establish these privileges and the manner in which they shall be exercised.
6.
We prohibit Vampires from biting human beings except with the consent of the human being who is to be bitten, and with the prior consent of a Commission composed of his immediate Categorical Selector and one Physician.
This Commission shall grant such consent only if, after having examined the said human being concerning the reasons for which he desires to become a Vampire, and having received from him an explanation of this desire, it shall have satisfied itself that such human being is not of a violent disposition, and that the reasons for his desire for becoming a Vampire do not arise from violent or bloodthirsty qualities or intentions.
Furthermore, We determine that, should a human being die as a consequence of the bite of a Vampire, without becoming a Vampire, the Vampire shall be answerable for intentional homicide, even where the bite was inflicted with the consent prescribed by this Legislation.
To persons transformed into Vampires We confirm and acknowledge the identity of their person and of their nationality both before and after the transformation; and We decree that they shall retain the offices, Categorical status, and property which they possessed before becoming Vampires.
We further decree that the condition of apparent death preceding the transformation into a Vampire shall be deemed a part of life and not of death.
7.
We command that, in every great Archroyal city, there shall be established one Vampire Quarter and one Werewolf Quarter, each of which shall possess a theatre and a music hall, wherein Vampires and Werewolves respectively shall be permitted to move freely during the night.
New houses in the Vampire Quarters shall be constructed with windows facing north alone.
8.
We prohibit Werewolves and Vampires, outside the aforesaid Werewolf and Vampire Quarters respectively, from moving freely during the night beyond their houses, except under the escort of armed Archroyal soldiers and police officers who are not members of these races.
We command that, should Vampires or Werewolves have, during the night, any urgent business which cannot be postponed outside their houses and outside the Vampire or Werewolf Quarters respectively, the soldiers or police officers of the local guard on duty shall, without delay and immediately upon receiving such notice, escort the said Vampires or Werewolves to the place where their urgent business is to be conducted, and thereafter to their house or to the nearest Vampire or Werewolf Quarter.
9.
We command that the Werewolf Quarters shall be enclosed by walls of such height as no Wolf may leap over; and that the gates of these Quarters shall, upon nights of the full moon, be closed and locked.
And We further command that, upon nights of the full moon, Werewolves shall under no circumstances whatsoever be permitted to appear in the streets of the Archroyal cities and inhabited places outside the Werewolf Quarters, save by the express order and permission of Our Majesty.
10.
We command that Werewolves who shall transform themselves into Wolves, and who, at the time of such transformation, shall display aggressive and harmful behaviour, shall in future, upon nights of the full moon, be confined in solitary cells in one of the Archroyal fortresses, where they shall be subjected to training by kennel-masters possessing an Archroyal licence.
Such confinement and training shall be imposed upon them at every full moon until it shall have been rendered probable that their behaviour at the time of transformation shall no longer be aggressive.
11.
We prescribe, moreover, that in the case aforesaid the Werewolves shall be bound to pay monetary compensation for all damage which they have caused in the course of their Wolfish transformation.
12.
We determine that Werewolves, insofar as and whenever they shall transform themselves into Wolves, shall be answerable for all acts which they commit outside the Werewolf Quarters during such transformation, in the same manner as though they had committed those acts while remaining in their human-Werewolf bodies, provided that, through their own fault and by their own human will, they have found themselves outside the Werewolf Quarters upon the night of the full moon.
13.
We proclaim that property confiscated from Vampires and Werewolves by earlier Archroyal Legislations shall neither be restored nor compensated; and that all proprietary relations established upon the basis of earlier Legislations regulating this matter shall remain inviolable under the present Legislation.
The special taxes and labour levies imposed upon Vampires and Werewolves by earlier Archroyal Legislations shall, by the promulgation of this Legislation, be abolished.
We further declare that the noble titles taken away by Our Predecessor shall not be restored by this Act.
14.
We command that, for Vampires and Werewolves, the State shall organise work upon the tasks belonging to their respective Categories during the hours of night, such work not being compulsory.
The price of such labour shall be fixed according to the nature of the work; and, in the case of Vampires, it shall be fixed at such a level that the remuneration for one night's labour shall cover the price of the blood which the Vampire is required to purchase for the quantity of blood necessary for twenty-four hours of life.
15.
We command that Werewolves and Vampires who distinguish themselves particularly in night labour, or who distinguish themselves by special deeds performed for the Archkingdom and for their fellow Sigislandic countrymen, shall be rewarded with privileges permitting several free nocturnal excursions each month beyond the Werewolf or Vampire Quarters respectively.
16.
We prohibit that, within the territory of the Archkingdom of Sigisland, insults against the races of Vampires and Werewolves be uttered publicly, that encouragement be given to their exclusion from the social community, or that speeches be made against the sale of blood to Vampires.
17.
We proclaim that this Legislation shall be of a Temporary Character, and that, after the Archroyal Academy shall have delivered its final opinion concerning the nature of Werewolves and Vampires and the danger which they pose to other rational beings, We shall enact a new Legislation which shall settle, in a permanent manner, the question of the status of these races within Our Archkingdom.
