Won't save the world cover image

I keep trying to change the header image for the home page in World Settings. I can replace the image in Settings, but it does not save.

Steps to Reproduce

Click the gear icon on the homepage
Drag and drop (or choose from gallery) a new header image.
Watch as it fails to save
