Can not see "create a new article" button in either sidebar

When I open my character's dashboard the "to-do list" and "create a new article" buttons appear for a second but then disappears. And if I do click it in time an error pops up that shows either my connection is down (Which it isn't) or I'm using an supported character which I'm not quite sure what that means.

Hey there, as a player character you cannot currently create articles or use the TO-DO feature.

These are world only features.
