I have went through your account and checked and I can see that various of your maps have the toolbar normally - is there a particular map that has this issue or do you see it in all maps? Thank you

Hi Bradyfreeman20, to add to 0nnia's feedback, while I know you said that you were experiencing the issue anywhere you log in, this sounds like you are not logged in when trying to access maps. If you are logged out from a timing logout, you can still sometimes access things like maps, but the functionality will not be there fully. In these cases, you'll want to assure that you are fully signed in in order to have full functionality.
